    I have rarely ever wanted to see a character get as much of a beatdown as I want to see Shiver get.
    He is a loathsome moron who fully deserves a significant amount of jailtime at the very least. Or more appropriately, a multi-villain team-up to knock the living crap out of him.

    In fact, I’d love to see that!

    Send someone with fire powers after Shiver. Once they’ve fought to a standstill, then the other antagonists can swoop in and beat the stuffing out of him.

    Jesus Shiver… I thought the Hero Agency would be better about keeping an eye out for psychos. They lost their shit when Poison/Dion went Punisher on the villains, but keeping a guy like Shiver around is asking for a PR disaster at the very minimum.

    This guy is worrying. First, there is the simple fact that he just doesn’t care. Look at his reactions… he clearly sees this whole thing as a nuisance, and thinks that Val is blowing everything out of proportion. He literally doesn’t see why any of this is a problem in the first place. As many predicted, he is pointing out how many of his injuries come from how Val broke him out — never mind that she didn’t have any other options available and if she hadn’t the guy would have had a rather serious case of death by suffocation.

    That said… based on how the Agency works I have a sinking feeling that Val will get the brunt of it because of said injuries. Mindless bureaucracy is mindless, after all, and doesn’t even know what mitigating circumstances are. The fact that he is getting a ‘reprimand’, which as far as I can tell doesn’t carry any immediate consequence, and it doesn’t look like agency guy is finished talking leads me to think that they’ll toss her under the bus. Again.

    I also worry about Mr. Harvey. Based on that alone I suspect that he is not a registered ‘villain’ since that is probably his real name and was in civilian dress, and he will likely get all kinds of trouble beyond what he actually did.

    Soooooo basically the only reason hes getting a reprimand is cause of all the injuries Val inflicted on Harvey Mcknifehands?…Ouch!

    Ill continue to find things funny if Shiver couldve easily de-iced the poor guy at a moments notice and actually points this out,Afterall Val kind of jumped the gun in frantically beating the crap out of Harvey to get him out rather than just getting shiv to clean up the mess he made.

    Though it does make me wonder what counts as excessive force for superheros?.With some powers it must be nigh impossible to avoid inflicting serious harm just by the nature of the powers-Heck even Val must break a lot of bones by introducing Villains and mooks to Mr Bat simply cause most of the time her holding back on people is a luxury that could have her in hospital for a couple of months every time.

    She wasn’t “jumping the gun”. Val assumed Shiver would leave his victim to die of asphyxiation. She had three minutes tops to figure out a way to get Mr. Harvey out of that ice prison and not a lot of options available to her.

    As for getting Shiver to clean up his mess, she probably assumed he wasn’t going to bother. Shiver wasn’t making any attempt to unfreeze Mr. Harvey and appeared wholly unconcerned with his physical state. Besides, as others have pointed out, if he didn’t wish to hurt him, he could have simply frozen his claws. The fact that he froze him completely would seem to count as “excessive force”.

    I’m still wondering why the big city officials decided to bust him down to working in a smaller town. It’s time for Val to start making phone calls and learning the story behind this sociopath’s demotion.

    Agreed that she was not jumping the gun. Shiver made no move to do anything to de-ice him or in any other way to make sure he didn’t suffocate. It is one of those things that goes without saying — if he could, why didn’t he? Setting up Val for a fall to me would just add to the things that makes him a creep. Also, go back a couple of pages. After he ices Mr. Harvey, he has this big grin on his face. That tells me that whether or not he has fine control over his ice, he *does not care*. And when Val told him to thaw him out? The response was “that takes at LEAST a minute”, telling me that not only like he does have fine control but he cannot be bothered to use it. So… yeah. I’m not finding his indifference to human life funny.

    Unfortunately Aline1 it doesn’t take much more than filling out the proper paperwork and such to be a hero it would seem, and from what someone else notes apparently you pretty much have to be outright murdering people to get classed a villain and have your hero papers revoked (and not even sure the hero who went over the edge lost his hero papers but was instead considered a hero but a rogue one). The guy isn’t much better than a pedophile priest being moved from parish to parish, except that the local ‘parish’ here seems a bit more moral and isn’t willing to let his behavior go without some kind of censure (although he deserves WAY more than just an official reprimand since even discounting the injuries the frozen guy suffered to make it so he could breathe he still lost part of his ear from frostbite so no matter what Shiver inflicted disfiguring injuries on the guy).

    He’s probably used that argument to subdue a lot of (super)women, especially ones who are anxious about pleasing men.     The hell it is, she’s got the fortitude to stand up to super-powered punk-asses with a baseball bat and the knowledge that they can do horrible things to her, over and over and over and over and over… and she can’t even find the relief of death.

    Sorry if I think that’s a HELL of a lot more attractive than a pack of preening pretty people.
