    The sad thing is that I can think of several things they could do which are better than Jaspers plan and Im not especially bright XD

    Aw heck why not?Ive got the time!

    Quick ideas of what to do:

    1.)Work out the guys powers based on existing evidence-Probably either a strong telekinetic or someone with Gravity based powers.Look up any members/past members of either agency who have these powers or similar,Also see if these members have any kids/relatives who loosely match the general age,build and possibly eyecolour of the guy(If any of these have only one eye look them up first).

    2.)Collaborate with the villains agency and see if theres a pattern to the attacks which could be used to predict where he might go next

    3.)Work out which heros/villains of either agency would be best to detect and counter him and set them to discretely guarding the agency buildings and sweeping the city to possibly locate him.

    4.) Try to trace him through his costume,Most nutters dont have the skill and patience to put together an outfit this spiffy so chances are it had to be brought/commissioned somewhere(I doubt this one would work given the amount of costumers that must exist for heros and villains but its worth a try).

    Some details and complications i see there.

    1) This is a reasonable line of investigation indeed – that said we are in a universe where at least one actual hero academy exists, meaning you might have between dozens (if not hundreds or more depending on how big the academy is and how many exist) of people registered every year and taking time they not exactly have with the mess running its course at present. Also, it will be of use only if the guy ALREADY had those powers in the past (debatable, as superbeings sometimes change powers or develop new ones depending on circunstances – Sword is an example of this happening and the Light and the Dark in the alternate future other two), that he WAS connected to the academy (and not some paranoid lone and self-taught rogue) AND the powers are not somehow equipment-based (making any effort to identify him by powerset useless). Not even going into the possibility of being someone modified/transformed to look caucasian, male or even human…

    2 & 3)Yeah, because either group would be REALLY disposed to risk exposure quite sensitive information like the location of hidden offices and such to their nemesis. I CAN’T see this backfiring spetacularly in any way AT ALL… They might end up doing it anyway, some contact and familiarity does seem to exist, but it isn’t an easy choice and quite debatable if the rogue super is more threatening to the Hero Agency and city than such exposure might be.

    4) Well, we don’t know enough of this particular nutter to say if this one has the patience or not. Not to mention that considering it’s a made up costume and not some work of cosplay, he might have simply picked parts from several different costumes and shops for example, not to mention we don’t know if it’s something of “made for supers” quality or just a spiffy outfit one might cobble up after a long day in the mall.
