At least he’s breathing now. I hope Shiver gets into serious trouble at the Agency for nearly suffocating someone. He could’ve simply made ice manacles around the guy’s hands and feet, to stop him from going anywhere. He didn’t have to ice him completely.

I don’t think he has that much fine control but Shiver could have just aimed at the guys legs.
I know I shouldnt but I really like Shiver XD.Id find it funny as hell if he says that since she was in the way brutalising the guy hed just frozen he wasnt able to use his powers to deice the poor buggers head.
Theres something about Shivers not give a damn attitude that I really really like.

This “hero” should be called Ice-Hole for now on. It fits him better than any other name I can think of.
Ok, I’m thinking that Shiver is either a psychopath or a sadist, but one that’s smart enough to realize that if he became a “hero” and confined himself to victims who “deserved” it, he’d get in a lot less trouble. I also theorize that he was transferred because in his last city, he kept pulling exactly this sort of stunt, torturing criminals in a way that is clearly unacceptable, but technically legal and within Agency rules.
